Blueprint
 The development of a vision for how Kern County communities will manage population growth over the next 40 years enters a new phase this fall.
    At 16 town hall meetings over the next several months, residents throughout Kern County will evaluate scenarios for how their communities might look in the future. As part of this second phase of the Kern Regional Blueprint Program, residents are invited to a town hall meeting for Tehachapi and Stallion Springs on Oct. 9, 2007, 6-9 p.m., at the Tehachapi High School cafeteria, 801 S. Dennison St., in Tehachapi.
     During the program’s first phase, more than 400 residents countywide shared their ideas and priorities for how to accommodate future population growth in their communities. At town hall meetings held in the spring, Kern County residents responded to questions and took part in problem-solving games and discussions designed to help clarify what they would like to preserve and change about their communities.
     Now, various scenarios are being developed from input gathered from those meetings and community surveys. At the upcoming town hall meetings in Phase 2, residents will engage in interactive activities and discussions with their neighbors of these more specific scenarios and how priorities for addressing growth could be implemented.
    Everyone is encouraged to attend these free meetings, which are offered in English and Spanish and include a light dinner. No registration is necessary.
    Other Blueprint town hall meetings are scheduled for Mojave (Oct. 3), Taft (Oct. 10), Lamont (Oct. 16), Arvin (Oct. 17), Delano (Oct. 23), Lake Isabella (Oct. 24), McFarland (Oct. 30), Ridgecrest (Nov. 14), Shafter (Nov. 27), Wasco (Nov. 28) and Frazier Park (Dec. 11). Four workshops will be held in Bakersfield in January 2008.
    The Kern Council of Governments is conducting the Kern Regional Blueprint Program as part of a region-wide, state-funded effort to develop a vision for managing growth throughout the San Joaquin Valley, where population is expected to double by 2050.
